ACCCRN Thailand Phase 2
Introduction
Thailand is one of the four countries taking part in the Asian Cities Climate Resilience Network (ACCCRN) project, funded by the Rockefeller Foundation. For the first phase of the ACCCRN project, May – Oct 2009, the Thailand Environment Institute (TEI), with technical support of the Asian Disaster Preparedness Centre (ADPC), undertook assessments of the five short-listed cities, Chiang Rai, Udon Thani, Phuket, Hat Yai and Samut Sakorn. The main objective of the first phase was to select 2 core cities to participate in the ACCCRN as city networks on climate resilience, based on the selection criteria of governance, climate risks and level of readiness and commitment.
As the outcome of the first phase, Chiang Rai and Hat Yai were selected as the core cities to engage in the second phase of the ACCCRN programme. However, the remaining three cities will also be engaged as a networking component for the Thailand City Network to observe in selected activities for the opportunities to understand climate resilience planning process.
Project objectives
The ACCCRN Thailand Phase 2 involves a deeper engagement with the core cities and the Thailand city network to build awareness on climate change resilience and evaluate needs, capacity and opportunity to carry out resilience-building work. This will be conducted through a series of shared learning dialogues (SLD) in Chiang Rai and Hat Yai. The remaining three cities will participate as observers in the process to build their understanding of concepts, frameworks and applied methodologies for shared learning and resilience planning. TEI project team will work closely with the two core cities to identify, develop and document urban climate resilience strategies.
Objective 1: To engage and build awareness and capacity for urban climate change resilience in Chiang Rai and Hat Yai, through multi-stakeholder processes to identify and assess current and future city-level climate risks and vulnerabilities.
- Output 1.1: City core groups established and engaged in Chiang Rai and Hat Yai for capacity building and shared learning dialogues
- Output 1.2: Assessments and documentation of city-level current and future climate risks, impacts and scenarios
- Output 1.3: Vulnerability and sector studies completed and documented
Objective 2: To facilitate the creation of Thailand city network to share knowledge, practice and experience on urban climate change resilience
- Output 2.1: Thailand city network of 2 core cities and remaining 3 cities established
- Output 2.2: Documentation of lessons learned and best practices in engagement of the city network and core groups
- Output 2.3: Documentation of new knowledge provided through interactions and contributions of the city network and city core groups
Objective 3: To identify, develop and launch pilot projects in conjunction with city stakeholders based upon clearly articulated objectives and criteria
- Output 3.1: Pilot project ideas and proposals generated, using selection criteria developed by cities
- Output 3.2: 1-2 pilot projects implemented in Chiang Rai and Hat Yai
Objective 4: To develop a city climate resilience strategy for the two core cities with possible interventions
- Output 4.1: Proposals of city-level climate resilience strategies and interventions
Objective 5: To landscape and pursue opportunities to engage national agencies, ministries and departments that could help advance broader funding and policy support for urban climate change resilience in Thailand
- Output 5.1: Targeted national-level key groups or agencies identified with stakeholder analysis and roadmap
- Output 5.2: National level forum/workshop linking local-level climate and vulnerability and national-level dialogue and policy
